Since 1st April 2023, Luxembourg has introduced universal access to contraception through the national health insurance system (CNS). This means that most contraceptive methods are now covered at 100%, making contraception free of charge for residents with valid Luxembourg social security coverage.

Who Can Access Free Contraception in Luxembourg?

Anyone with a valid Luxembourg social security card can benefit from free contraceptive coverage, regardless of age.

Which Contraceptive Methods Are Covered?

Luxembourg covers a wide range of contraceptive methods at 100%, excluding male condoms.

Covered methods include:


Oral Contraceptives

Self-Administered Contraception

  • Contraceptive patch

  • Vaginal ring


Medical Contraceptive Methods

Do You Need a Prescription?

In most cases, yes.

The only contraceptive method available without a prescription is the morning-after pill (emergency contraception).

For all other methods, a consultation with a healthcare professional is required.

An important detail for new mothers in Luxembourg: during the first 6 weeks after delivery, a midwife can prescribe:

  • the contraceptive pill,

  • the vaginal ring,

  • or the contraceptive patch.


Conditions for Reimbursement in Luxembourg

Although contraception is fully covered, certain reimbursement conditions apply depending on the method chosen.


Pill, Patch, Ring and Injection

Coverage applies only to packs covering at least three contraceptive cycles. Smaller packs are not reimbursed.

A prescription can cover up to 13 cycles.

Contraceptive injections administered by a doctor are included in the consultation fee.


Contraceptive Implant

Implants are reimbursed at 100%, including insertion and removal under local anaesthesia, provided the implant lasts at least three years.


IUD Coverage

Both copper and hormonal IUDs are covered:

  • Copper IUDs are reimbursed if effective for at least 5 years.

  • Hormonal IUDs are reimbursed if effective for at least 3 years.

Insertion, removal, and ultrasound monitoring are also fully covered.


Sterilisation Procedures Fully Covered

Luxembourg also fully reimburses permanent contraception procedures.


Tubal Ligation

Coverage includes:

  • consultation with a gynaecologist,

  • pre-anaesthetic examination,

  • hospitalisation costs,

  • follow-up consultation after surgery.


Vasectomy

Coverage includes:

  • consultation with a urologist,

  • hospitalization costs,

  • follow-up consultation after surgery.
